Annexation Procedures (Form 2250)

An Applicant's Guide to Procedures

Central Contra Costa Sanitary District provides for the collection, treatment, and disposal of sewage generated by properties located within the District boundaries and can serve only those properties located within its boundaries.

If a property is not currently located within District boundaries, then that property must be annexed in order to receive service. Annexation is a legal procedure with set rules embodied in the Cortese-Knox Government Reorganization Act of 1985 (A.B. 115 - Chapter 541, Statutes of 1985).

The current policy of the Board of Directors of Central Contra Costa Sanitary District is to recommend that property which is being annexed to this District be annexed to a city if that property is within the Sphere of Influence of a city. Said policy appears in Resolution No. 86-170.

The procedure for annexation of property to the District is as follows:

  1. Obtain an annexation petition from the permit counter at the District office or download it from the link below.
  2. Complete the petition, including proper signatures of all owners of the property to be annexed.
  3. Return the completed petition to the permit counter at the District office.

If you have any questions concerning the proper completion of the annexation petition, please contact District employees at the permit counter. The completed petition will be reviewed by District personnel to determine if all requirements have been met. In some circumstances, the annexation of property to the District will require preparation of a negative declaration or an environmental impact report. If preparation of either of these documents is necessary, it is the responsibility of the property owner to provide the documents for District review. The completed petition will then be submitted to the District's Board of Directors for consideration. After the Board has approved the petition for annexation, District staff will submit an annexation application to the Contra Costa Local Agency Formation Commission (LAFCO) for its consideration. If LAFCO approval is received, you may then apply for sewer service.

Annexation fees recover District costs attributable to staff for processing annexation petitions and for the filing fees at the county and state levels. Annexation fees for major subdivisions containing 10 lots or more will be collected by the District when the annexation petition is filed. Annexation fees for all other properties are due when the property is connected to the sewer system. Upon annexation, the property becomes subject to the District's bonded indebtedness, which is collected as a part of the County property tax bill. The property also becomes subject to all of the ordinances, rules, and regulations of the District.
