Distinguishing Characteristics
An
Associate Engineer works under direction and is expected to complete complex
engineering assignments requiring the use of judgment and initiative in
developing solutions to problems, interpreting general policies, and
determining work assignments. Work in
this class is distinguished from that of the Assistant Engineer class by the
greater complexity of the assignments received, by the greater independence
with which an incumbent is expected to operate, and by the possession of a
Certificate of Registration as a professional engineer in the State of
California. In addition, positions
assigned to the class of Associate Engineer may be responsible for project
management during the course of an engineering project and/or for line supervision
over a permanent engineering-related District function.
The
use of respiratory equipment (including self-contained breathing apparatus
(S.C.B.A.)) may be required for this position. Therefore, the Associate Engineer assigned to the Operations Department
will be required to be free of facial hair that would interfere with the use of
respirators for annual fit tests and for any occasion, which requires the use
of respiratory equipment to comply with the District's respiratory program and
Cal/OSHA standards. The Associate
Engineers assigned to the Engineering Department are exempt from the shave on
demand requirement.
Supervision Received And Exercised
- Receive direction from
higher level professional or management personnel.
- May exercise direct or
indirect supervision over other District personnel.

Of Essential Duties
Duties
may include, but are not limited to, the following:
- Design or supervise
the design and preparation of plans, contract documents and specifications
for a variety of District engineering projects involving the wastewater
treatment plant, pumping stations, collection systems, or related
facilities.
- Negotiate and
administer contracts for a variety of routine and complex consulting
engineering projects; schedule and approve progress payments; monitor and
review progress.
- Check computations and
specified materials for accuracy and conformance with project documents
and professional standards.
- Review and manage
multiple District construction projects in progress, review progress and
schedules, interpret specifications and District policy, analyze
and resolve complex problems that may arise, provide direction to
contractors on construction projects, and negotiate, recommend and
approve contract change orders as necessary.
- Prepare and review
cost estimates and engineering calculations.
- As assigned, oversee
and supervise Right of Way/Plan Review functions: provide information to
the public relating to real property, easements, annexation and review,
negotiate and approve easement documents, property agreements, and annexations. Provide review and approvals of design
drawings submitted by engineers for developer sponsored sewer
projects. Manage and coordinate
assessment district formation. Administer the collection and rebate of District fees for sewer
connections.
- Supervise professional
engineering and technical staff; assign and review work; conduct
performance evaluations.
- Prepare engineering
reports and engineering-related matters for presentation to District
Board; make recommendations for Board action.
- Prepare and make
articulate and effective presentations to management, the Board, other
agencies, and the public; represent the District in meetings with the
public and staff from other agencies.
- Assist in the planning
and administration of the capital improvement budget.
- Coordinate engineering
related activities with other District departments, divisions, and
sections, public agencies, engineering consultants, and individuals.
- Represent the District
in meetings with local, state, and federal officials, and the public.
- Review and check
engineering plans for District projects prepared by consultants for
conformance with District standards and specifications.
- Enforce District
policies and appropriate state and federal laws, codes, and regulations.
- Develop revised design
and construction standards for District operated and maintained structures
and appurtenances.
- Prepare estimates and
feasibility reports for new or modified services and structures.
- Prepare special
engineering studies and reports. Review and make recommendations on
technical studies and reports.
- Perform value
engineering.
- Perform Resident
Engineer duties for District projects including stamping project
documents.
- Perform related duties
as required.
Minimum Qualifications
Knowledge
of:
- Principles and practices
of engineering as applied to wastewater treatment plant and collection
systems. Depending upon assignment may require civil, structural,
mechanical, electrical, or instrumentation engineering knowledge.
- Modern methods and
techniques used in the design and construction of a wide variety of public
utilities engineering projects.
- Process control
principles, methods, and equipment.
- Modern developments,
current literature, and sources of information regarding the assigned area
of engineering.
- Applicable laws and
regulatory codes relevant to wastewater system design, construction, and
plant operation of wastewater treatment facilities, equipment, and
systems.
- Principles, practices,
and techniques of supervision.
- Contract
administration practices and principles as they relate to construction
work including development of bid specifications, evaluation of bids,
contract monitoring, and negotiation procedures.
- Plant and collection
system construction inspection.
- Safety hazards and
appropriate precautions applicable to work assignments.
Ability
to:
- Continuously analyze,
identify, and interpret engineering plans and data; problem solve
technical problems and prepare recommendations and solutions, observe
others' work, know and understand regulations, and remember and explain
procedures.
- Sit for long periods
of time, write or use a keyboard to communicate through written means,
walk through project and field sites, perform simple grasping and fine
manipulation, and lift or carry weight of 10 pounds or less; and for
confined space entry, lift or carry weight of 50 pounds or less. May be required to lift manhole covers
weighing 50 to 80 pounds. May be
required to communicate via mobile communication device.
- Make complex
engineering computations and check, design, and supervise the preparation
of engineering plans and studies.
- Enforce District
policies and appropriate state and federal laws, codes, and regulations.
- Perform project
management responsibilities on routine and complex engineering projects.
- Communicate clearly and concisely, both orally and in writing.
- Perform complex
engineering work with a minimum of supervision.
- As assigned, supervise
subordinate staff assigned to a major District function.
- Learn and observe all
appropriate safety precautions as required by the District including, but
not limited to, Cal/OSHA General Industry Safety Orders, the District's
Respiratory Protection Program, and District Safety Directives.
Special
Physical Requirements (Operations
assignment):
- May be required to
enter confined space and/or respond in an emergency. When required to wear respiratory
protection equipment, must be able to wear S.C.B.A. and perform confined
space entry and emergency response duties in protective clothing and
equipment including S.C.B.A. weighing 32 pounds.
Experience
and Education:
Any
combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and
abilities would be:
Experience
- Five years of
experience in professional engineering, preferably in District engineering
projects.
Education
- Equivalent to a
bachelor's degree from an accredited college or university with major work
in engineering or a closely related field.
Licenses
and Certificates:
- Possession of a valid
Certificate of Registration as a professional engineer issued by the State
of California.
- The Associate Engineer
assigned to the section in the Engineering Department that is responsible
for review and preparation of right of way maps and descriptions must be
either a civil engineer registered in the State of California prior to
January 1, 1982, who is therefore authorized to practice land surveying,
or a registered civil engineer and possess a Professional Land Surveyor’s
License issued by the State of California.
- Possession of a valid
California Driver's License.
