COLLECTION SYSTEM OPERATIONS DIVISION MANAGER

DEFINITION
Direct the activities of the Collection System Operations Division, including collection system and pumping stations facilities; perform related work as required.

DISTINGUISHING CHARACTERISTICS
This class is distinguished from the Director of Operations in that the latter has full responsibility for all departmental activities and functions. This class is distinguished from the superintendent level in that the latter has responsibility for section functions.

The use of respiratory equipment (including self-contained breathing apparatus (S.C.B.A.)) may be required for this position. Therefore, the Collection System Operations Division Manager will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion which requires the use of respiratory equipment to comply with the District's respiratory program and Cal/OSHA standards.

SUPERVISION RECEIVED AND EXERCISED

  • Receive general direction from the Director of Operations.
  • Exercise direct and general supervision over professional, technical and nontechnical positions in the Collection System Operations Division.

EXAMPLES OF ESSENTIAL DUTIES
Duties may include, but are not limited to, the following:

  • Plan, direct, and coordinate the operations and maintenance of a large wastewater collection system and pumping stations facilities.
  • Provide professional engineering expertise in planning, organizing, directing, and coordinating the operation and maintenance of a large wastewater collection system and pumping stations facilities; investigate field conditions and recommend solutions to engineering problems; and direct modifications to wastewater collection and pumping equipment.
  • Provide for a program of regular inspection, preventive maintenance, and reporting.
  • Prepare engineering studies and reports; review and study collection and maintenance procedures to improve efficiency and reduce cost.
  • Review, develop, implement and enforce departmental safety rules and policies.
  • Prepare a division budget for the department director and monitor the division expenditures; review construction plans and specifications for compatibility with division goals and objectives.
  • Participate in District-level planning in matters which affect collection system and pumping station operations.
  • Set priorities for Collection System Operations Division work orders in cases where equipment problems, reliability of operation, or safety is involved.
  • Act on behalf of Director of Operations as required.
  • Perform related duties as required.

MINIMUM QUALIFICATIONS
Knowledge of:

  • Engineering principles, methods, and practices as applied to the design, construction, operation and maintenance of wastewater collection, treatment and disposal, and related facilities.
  • Materials, procedures, and equipment used in construction, operation, and maintenance of wastewater collection, treatment and disposal, and related facilities.
  • Principles of project management and construction administration.
  • Local, regional, state, and federal collection system related programs and regulations.
  • Principles of training and supervision.
  • Modern integrated computer maintenance management systems.

Ability to:

  • On a continuous basis analyze operating data, identify key issues, interpret detailed reports and contracts, know practical aspects of work, observe work practices and methods/operating facilities, problem solve interpersonal and technical problems, remember facts on operations and budget, understand complex problems/issues, and explain presentation.
  • Sit at a desk and in meetings for long periods of time on a continuous basis. Intermittently twist to reach equipment surrounding desk, and perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; lift or carry weight of 25 pounds or less; and for confined space entry, lift or carry weight of 50 pounds or less.
  • Plan, organize, and coordinate the work activities of a group of professional, technical and nontechnical employees.
  • Apply engineering principles and techniques in the solution of design, operation, and maintenance problems of substantial technical difficulty; design difficult and complex projects.
  • Deal with personnel budget and other matters relating to the administrative supervision of collection system and pumping station operations.
  • Review the economic feasibility of various operational alternatives and their effectiveness to the overall Division objectives.
  • Prepare correspondence and technical reports which are complete, clear, and concise.

Special Physical Requirement:

  • May be required to enter confined space and/or respond in an emergency. Must be able to wear S.C.B.A. and perform confined space entry and emergency response duties in protective clothing and equipment including S.C.B.A. weighing 32 pounds.

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

  • Five years of increasingly responsible engineering experience involving processes, maintenance and techniques applicable to the District's wastewater collection system and pumping station operations and facilities.

Education:

  • Equivalent to a bachelor's degree from an accredited college or university with major work in civil, environmental, or mechanical engineering or a closely related field. A master's degree in engineering is desirable.

LICENSES AND CERTIFICATES

  • Possession of a valid California Driver's License.
