Source Control Program Information

There are thousands of commercial and industrial businesses in central Contra Costa County that discharge wastewater to the sewer system. CCCSD identifies those businesses and industrial dischargers with the highest level of discharge and/or the most significant likelihood of discharging toxics into the system. These businesses are known as Significant Industrial Users, and they must undergo regular inspection and permitting. All businesses that want to connect to the sewer system are evaluated by CCCSD to determine whether Source Control requirements are necessary and to determine if they are Significant Industrial Users. Commercial & Industrial Customers

The District’s Source Control Program uses a combination of regulatory and educational elements to minimize the pollutants in all process wastewater discharged to the sanitary sewer system from commercial, retail, agency, and industrial customers. The District’s Source Control Ordinance (Title 10 of the District Code) applies to all non-domestic customers. Permitted Industries

CCCSD's Source Control Section uses the Industrial User (IU) permitting program to enhance the oversight of an individual facility or a group of businesses to ensure discharge quality is maintained. IU Permits require specific operation and maintenance (O&M) logs to be kept, spill response plans to be developed, compliance certification reports to be filed, and discharge quality to be monitored (e.g., sample/analyses, flow measured) among other requirements. The District uses the IU classification process to determine the proper oversight for a particular business activity. Some types of businesses are subject to Federal categorical pretreatment standards and must be classified as a Class II IU (e.g., plating operations, circuit-board manufacturing). Other types of business activities are eligible for permitting under the Special Discharge Permitting program (e.g., groundwater remediation projects). Stormwater Pollution Prevention

CCCSD works with the Contra Costa Clean Water Program (CWP) to perform stormwater inspections in the ten incorporated cities of central Contra Costa County. The cities have authorized Source Control staff to conduct inspections of commercial/industrial businesses and to enforce stormwater management ordinances to prevent stormwater pollution. CCCSD inspectors combine these inspections with the sanitary sewer compliance inspections whenever possible to reduce the number of inspection visits required for a business. CCCSD considers the combined inspection programs to be efficient because improper discharges to the stormwater collection system can in some cases be corrected by redirecting the process discharge to the sanitary sewer system.
