Dear Alhambra Valley Property Owner:

SEWER MAIN EXTENSIONS FROM THE ALHAMBRA VALLEY TRUNK SEWER,

DISTRICT PROJECT 5919

At its September 1, 2005 meeting, the Central Contra Costa Sanitary District (CCCSD) Board of Directors approved a project to extend a gravity trunk sewer to serve the Alhambra Valley.  Represented by a dashed line on the accompanying Attachment A, the trunk sewer will extend from Gilbert Lane south to the intersection of Alhambra Valley and Reliez Valley Roads.  Construction is planned to occur between May and October 2006.

For each property directly along the trunk sewer route, a stubbed-out, four-inch diameter lateral will be constructed from the trunk sewers to a point just off the roadway pavement. Property owners will then be able to connect their residences to the new sewer system without having to cut open the road.  Prior to connection, property owners must obtain a sewer permit, at which time they will pay CCCSD’s applicable fees and charges, including a reimbursement charge for a share of the cost of the trunk sewer construction.  While the amount of this reimbursement charge will be determined based on actual construction costs, see the accompanying “Frequently Asked Questions” document for an estimate and other, known cost information.

Properties not immediately adjacent to the trunk sewer may need to construct a public main sewer to reach the trunk sewer.  The potential locations of necessary public main sewers are indicated on Attachment A as solid lines.  Most of these sewers would be built beneath public or private streets or existing access easements.  As described in the accompanying “Frequently Asked Questions” document, these main sewer extensions are built and financed either by developers (for new construction) or current property owners (for existing homes).

The first step is for neighbors to speak with each other to determine the level of interest in sewer service.  If there is some interest, identify one or more “coordinating owners” with whom CCCSD staff can work, and then contact us.  CCCSD staff is available to assist the coordinating owner(s) in your neighborhood with the sewering process.  There is plenty of time to complete the work needed to construct the public main sewers.  By the end of October 2005, CCCSD should have sufficient trunk sewer design information to allow engineers to begin designing these public main sewers.  Construction of these sewers, however, cannot proceed until the trunk sewer construction is completed in October 2006.
